If you're just starting out, I'd recommend at minimum at least 10m, or even more. The general rule is to not be afraid of RS gold being unable to make money at first. It happens to all of us. When I first startedout, I lost around 6m my first attempt. It's not difficult to keep it up and you'll be able to appreciate the economics and market dynamics of runescape more. It's really all about individual preference. I personally used to (around your statistics) simply carry my rune set, a berzerker helm, and my whip. I'd use them to complete almost any quest. I would keeping the necessary items as well as some food in case it comes into need. Being a quest cape owner at present I can say that you have chosen nicely in undertaking quests. The rewards are quite generous, but it's a good motivation for leveling your stats in all aspects.

The current time I'm mining $9K Coal as part of the guild for 70 Mining. So... How can a skiller efficiently train Farming? The only thing I can think of is to catch fish at Catherby and then farm as I go about it but I'm not sure I'd be able to earn much xp off this.

What's the best way for the skilled person to get trained in on thieving? It's normal to practice stalls but the guards can be pretty brutal to me. What's the fastest method to learn Runecrafting? I'm really not sure what else to do besides Air Runes and that will take all day. What's the best way to increase agility? Again, I can't take any damage as my health is only level 10. Do I have the ability to do Dungeoneering? Any help or buy OSRS gold an informational link to help me out would be appreciated.
